The Eyedropper samples the composite, which is what you can actually see with all layers and lighting flattened, not the active layer alone. It stays selected after picking so you can keep sampling.
You rarely need to come here at all: a right-tap or Alt+tap inside any paint tool does the same pick without leaving that tool.
Option bar
- Precise - Picks the exact pixel under the cursor. This is the default.
- Average - Picks the average color inside the sample circle. The brush size sets the circle, so a noisy photo texture or a dithered surface gives you a usable color instead of one stray pixel.
Notes
The option bar appears while the Eyedropper is the selected tool. The color palette's picker button also switches you to this tool.
